Hailey Miller

Hailey Miller is a nationally recognized leader in regulatory policy, government affairs, and digital infrastructure development. She currently serves as Senior Director of Public Affairs at Hut 8, where she leads government engagement, regulatory strategy, and community affairs for the company’s rapidly expanding portfolio of large-scale AI and digital infrastructure projects across the United States.

In this role, Hailey operates at the intersection of energy, technology, economic development, and public policy, working with elected officials, regulators, utilities, economic development organizations, and community stakeholders to advance responsible infrastructure investment. She plays a central role in shaping the policy and stakeholder strategies required to develop complex, multibillion-dollar data center campuses and position Hut 8 as a trusted long-term partner in the communities where it builds.

Before joining Hut 8, Hailey served as Executive Director of the Digital Power Network, where she led the nation’s foremost advocacy organization representing Bitcoin miners and digital infrastructure developers. Under her leadership, the organization represented more than 85 percent of the Bitcoin hash rate among publicly traded U.S. mining companies and became a leading voice in national and state policy debates concerning energy markets, grid resilience, emerging technology, economic development, and digital assets.

Hailey previously held senior government affairs and advisory roles at 1607 Strategies and FTI Consulting, where she counseled Fortune 500 companies, financial institutions, fintech firms, energy companies, and emerging-technology businesses on high-stakes legislative, regulatory, and reputational matters. She began her public-policy career in the United States Senate, serving as Legislative Adviser to Senator Ted Cruz and leading the Senator’s work on banking, financial services, tax, budget, and digital asset policy.

Hailey is widely regarded for her ability to translate complex policy and infrastructure issues into effective government, regulatory, and community engagement strategies. Based in Miami, she brings both national policy experience and direct industry expertise to the advancement of Florida’s data center and digital infrastructure ecosystem.

She holds a Bachelor of Business Administration from the University of Mississippi, where she completed majors in banking and finance, managerial finance, and risk management and insurance.
