Water, Power, Noise and More: Understanding the Data Center Debate

Every community weighing a proposed data center hears the same concerns raised again and again. Some are well documented. Others are exaggerated in either direction. Here is a plain look at what is actually at stake.
Water
Data centers earned a reputation as water guzzlers, and older facilities earned it honestly. Large hyperscale data centers using evaporative cooling can indeed reach millions of gallons per day, especially in hot climates. Newer models dramatically lower that impact. Closed-loop and air-based cooling systems bring daily use down to a range comparable with other large commercial water users.
Florida's SB 484, effective July 1, builds additional guardrails into the permitting process itself. The law establishes distinct permit requirements for large-scale data centers and authorizes water management districts and the Department of Environmental Protection to require using a portion of reclaimed water as a condition of approval. A community evaluating a proposal should still ask which cooling system a developer plans to use and where the water will come from, but the permitting process itself is built to demand that scrutiny.
Power
Large data centers use substantial electricity, requiring utilities to plan for that demand in advance. Florida's new law requires regulated utilities to structure rates so that large-load customers, including data centers, cover the full cost of serving their electricity needs rather than shifting those costs to other ratepayers.
SB 484 also requires an independent study, conducted for the Office of Program Policy Analysis and Government Accountability, assessing how large-scale data centers affect energy use, costs and rates statewide. That gives Florida a mechanism to track cumulative impact as more facilities come online, rather than evaluating each project in isolation.
Noise
Cooling equipment, transformers and backup generators do generate noise, a fair question for any community to raise. There are well-established ways to mitigate it. Developers can use sound barriers, equipment placement, landscaping buffers and setback distances from residential property to address it, and SB 484 preserves local governments' authority over comprehensive planning and land-development regulation for these facilities. Communities can set those expectations upfront through siting and development standards rather than address problems after construction.
Land use and traffic
The largest traffic impact comes during construction, when a project can employ hundreds or thousands of workers over a multiyear build-out, along with work for electricians, contractors and suppliers. Once operational, the picture changes substantially. Unlike a shopping center or similar development that draws a constant stream of customer traffic, a completed data center generally has limited daily traffic tied to employees, contractors and deliveries. Long-term mitigation, such as turn lanes, signal timing or dedicated access roads, can and should be negotiated as part of the proposal itself rather than addressed after the fact.
Tax revenue and cost trade-offs
Data centers can generate substantial local tax revenue relative to the public services they require, one of the clearest reasons they appeal to local governments working with tight budgets.
A 2025 analysis by the Georgia Department of Audits and Accounts illustrates the potential scale. For a representative campus valued at more than $2 billion, auditors estimated an annual property tax bill of about $33.6 million at average local millage rates. Revenue at that scale can support core public services such as schools, law enforcement and fire protection, helping communities expand or maintain services without placing additional burden on existing taxpayers.
